Civil Protection

Essentially The Hierarchy's thought police and localized only to Sectors, Civil Protection (often abbreviated to just "CP") is the lowest rank in The Hierarchy's soldier fraction. As a result, all personnel within Civil Protection are entirely ordinary humans (or at least "ordinary" in that have no bio-mechanical improvements) and joined the organization out of their own "free" accord. That being said, Civil Protection is run entirely by volunteers who joined either for more privileges, an increase in authority and status over others, or just out of identification with The Hierarchy's goals and aims for the future. Even then, not all everyone in Civil Protection is well meaning and you should exhibit extreme caution around them.

[Behavior]
To become a part of Civil Protection, it's important that rookie CPs attend a weekly training course for at least six months before they're assigned to a squad and set loose onto the street to start patrolling. But during this time, they will be taught everything about working as a part of "Civil Protection"; this includes how to respond to certain crimes, how to work together as a team, and they will be taught to abide by The Hierarchy's employment rules or else.

Once the required amount of training courses has been completed (enough that the courses themselves will become optional), the rookie CP unit will finally receive their first mask (which will probably stick with them for the rest of their career as they advance through The Hierarchy's ranks) and their first uniform. After that they are assigned to a squad (or sometimes just a partner) and from there will be assigned to patrol different streets daily - either by the Sector commander or by their squad leader.

Among civilians and the Rebellion alike, it's become fairly common knowledge that the "protection" part of a CPs title is an absolute lie and will do absolutely nothing for them once they get on the unit's bad side. That being said, Civil Protection units are known to beat and/or kill even harmless civilians at the slightest provocation. It is because of this violent and unpredictable nature of Civil Protection that causes many citizens fear them; as even the slightest "crime" can get them or their family killed if they're not careful.

Outside of brutal beatings, it also known that Civil Protection regularly communicates with other units (often in code) almost the entire time they're working. Thus, they are constantly being fed mission objectives, rewards, reminders,and are directed to respond to certain incidents - such as the locations of downed units (which the local "police station" will declare and then order nearby CPs to respond to) or other criminal acts.

[Gear]
Like most of The Hierarchy's forces, all Civil Protection units are equipped with masks, a radio, and a voice disguiser (both of which are built into the mask). In addition, all CP units carry electrified batons, ropes, and ammunition. Typical firearms mainly consist of pistols and lighter weaponry but, in more critical circumstances, are known to carry heavier, more damage dealing guns.

Hierarchy Soldier

Known as the basic infantry unit of The Hierarchy's transhuman forces, the Hierarchy Soldier is tougher, stronger, better equipped, and has better training then the standard Civil Protection unit. After months, sometimes even years, of proving your loyalty to The Hierarchy, you will be granted the opportunity to become either a Soldier or a Sniper (usually depending on your set of skills). From there, former CP units will find themselves literally stripped of their humanity once and if they accept...

[Behavior]
Although joining The Hierarchy's forces is largely voluntary, civilians have reported friends and family being detained and dragged away for "training" when [their] numbers are low. "Training", of course, takes place in the lowest part of the two towers that make up the "capital" of the local sector and usually consists of extensive surgery and artificial modifications (such as the removal of their memories of their former life and having most of their vital organs- and some of their limbs- removed and replaced). But despite these artificial modifications, many Hierarchy Soldiers still appear to have certain human characteristics - for instance, they still feel pain and occasionally they can be heard shouting expletives in the heat of battle. This possibly indicates that they still have human emotions to a certain extent and only to a certain extent..

When in combat, Hierarchy soldiers definitely make use of their advanced training and use better squad tactics then they did in Civil Protection. Squads for them usually consist of eight (but sometimes more or less) members, with at least one soldier that's armed with a shotgun and another that's armed with a rifle. From there, squads work with near perfect cooperation as they flank their enemies and provide cover for one another. They are also known to use grenades to flush their target out of an area (instead of rushing in like CPs are prone to doing).

In contrast to the duties that are preformed in Civil Protection, Hierarchy Soldiers are instead tasked with more hazardous actions that require skill and tactical knowledge - such as raiding and capturing Rebellion strongholds, patrolling the treacherous outsides of Sector walls, guarding high security areas (sometimes alongside Elites and/or Guards), and piloting themselves and other soldiers anywhere where The Hierarchy requires direct military action.

Finally, Hierarchy Soldiers still continue use their radios to communicate each other (and do so much more often then snipers). However, and unlike Civil Protection, communication between them is usually restricted to updates on military situations, relaying information and instructions and orders, and to call for assistance or back-up when needed. Getting anything other then code or military commands out of them is neigh impossible.

Like most of The Hierarchy's forces, all Hierarchy Soldiers are equipped with masks, a radio, and a voice disguiser (both of which are built into the mask). As military personnel (as opposed to law enforcement), Hierarchy Soldiers are given access to military-grade equipment and a variety of vehicles. Common equipment usually consists of shotguns, rifles, grenades, machine guns, ammunition, and occasionally rocket launchers and rockets. Vehicles, on the other hand, vary from cars, to tanks, to airplanes, and even to helicopters.

Hierarchy Sniper

Part of The Hierarchy's transhuman forces, the Hierarchy Sniper is a specialized unit specifically trained to calmly and deliberately pick off targets - even if they don't pose an immediate threat to them. Unlike the Hierarchy Soldiers (which they are considered to be somewhat on par with), Hierarchy snipers are almost always encountered in high, secluded areas where they can get a good field of view with their scope.


[Behavior]
Contrary to popular belief, Hierarchy Snipers are more often found in pairs of two then they are found working by themselves. This is because while one is looking through the scope (which has a pretty narrow field of view), the other can work as a spotter and keep their partner safe. This prevents fewer casualties on The Hierarchy's side and allows them to keep their keen eyed, silent killers.

In their field of work, Hierarchy Snipers are frighteningly accurate with their namesake rifles and seem to take the doctrine "shoot anything that moves" quite literally. Thankfully, they seem to be able distinguish between intimate objects and living creatures - though it seems like quite a few of them don't already know that they are NOT supposed to shoot at a Hierarchy vehicle unless they are instructed to or already know otherwise.

Another distinguishing feature about these hooded figures are their ability to cloak. Although their cloaking ability is fairly poor, when compared to the ability of elites and assassins, its enough to shield them from the naked eye for only a few minutes before it wears off and has to recharge. Because of this, snipers typically make best of this ability for defensive purposes or to otherwise avoid confrontation unless they absolutely have to.

Finally, when it comes to encountering a Hierarchy Sniper, it's all about location for them. Typically, Snipers prefer to hide in dark, well fortified areas and wait for an enemy to appear. When they can't do that, they will instead prefer to stake out in high and hard to reach places - such as the wall of a Sector (where they are most commonly applied when not being used for a war against the Rebellion) or on-top of a building.

Like most of The Hierarchy's forces, all Hierarchy Snipers are equipped with masks, a radio, and a voice disguiser (both of which are built into the mask). Snipers specifically however have armor that makes them effectively invulnerable to gunfire (with the cost of making them vulnerable to explosives), a high-tech sniper rifle that comes with ammunition and a laser scope, a knife for close range combat, and a compass. Also, to differentiate them from their soldier counterparts, the mechanical implants of snipers mostly focus on the upper torso and head. This means that they lack the robotic legs typical of Hierarchy Soldiers, but still retain the mechanical arms and shoulder identification plates, all the while gaining refined eyesight and hearing.
